Barua Consulting Services Inc. was established in 2025 with a clear and purposeful mission: to bridge the technology gap for organizations that are doing the most important work in our communities.

We recognized that nonprofits and local businesses often lack access to the kind of strategic technology guidance that larger enterprises take for granted. Budget constraints, limited in-house expertise, and rapidly evolving technology landscapes leave many organizations behind.

Meet the Founder

Dibya Barua

Founder & Principal Consultant · Barua Consulting Services Inc.

Dibya Barua is a software developer and enterprise technology leader with a proven track record of building and modernizing production systems at scale. Currently serving as Software Developer & OutSystems Platform Lead at Fairfax County Public Schools, he leads a team of ~10 developers, oversees the modernization of 80+ legacy applications, and manages over $3.5M in combined operating costs — all while developing AI-enabled applications with embedded LLM logic and agentic workflows.

His background spans enterprise consulting at CACI International Inc. (Azure Commercial & Government Cloud, Splunk SOAR, Power BI, AI chatbots), hands-on security assessment work using Wireshark, Burp Suite, and OWASP ZAP, and leadership roles as Director of Technology for a nonprofit organization and Chief Technologist for an international alumni association. He is completing a B.S. in Information Technology with a Cybersecurity concentration at George Mason University.
